Edward J. Barr, JD
Ed is a Compass Strategies, LLC consultant specializing in defense and homeland security issues.
Ed served as General David Petraeus’ J2X, where he was responsible for all US Defense Department-related human intelligence and counter-intelligence operations within United States Central Command. Ed is also a recognized authority in the field of cyber counter-intelligence and has served as an advisor to the Federal Bureau of Investigation (FBI) on this topic. He retired as a colonel from the United States Marine Corps Reserve in 2010 after thirty years of service.
Ed also served for seven years as a Foreign Service Officer in the U.S. Department of State. During his service in the diplomatic corps, Ed dealt with economic, political and security issues that affected American interests. Ed taught foreign policy at the American University in Rome and has lectured at various European Community forums. Prior to his government service, Ed was an attorney for a Washington, DC based law firm and worked on staff for a chairman of the United States Senate Foreign Relations Committee.
Ed served as an advisor to the United Nations and as a liaison to foreign governments. As an intelligence officer, Ed has either worked for, or with, all major intelligence agencies, including the Central Intelligence Agency (CIA), the Defense Intelligence Association (DIA) and the National Security Agency (NSA). He helped create an executive-level masters degree program at the Department of Defense's Joint Military Intelligence College (JMIC) and served as the program's first Marine Corps faculty member. Ed’s writings have appeared in several publications and he is the author of a book entitled Trade Tactics. He has served in countries throughout the Middle East to include Afghanistan, Iraq and Djibouti.
Ed holds a B.A. from Providence College and both a M.A in International Affairs and J.D. from The George Washington University.
